Net Developer Location: Carson City, NV 89706 Duration: 6/30/18 - possible extensions Req ID: RFS 373 ​ Deadline: 1/10/2018 ​ There are two (2) projects included in this request: (1) DPS has requested a rewrite and re-engineering of its Protection Order Program (POP) system owned by the RCCD; and (2) The rewrite and re-engineering of its CCH system owned by RCCD. The projects include and require the consultants to provide knowledge transfer and system documentation. POP is part of an overall program to modernize DPS applications which have been funded by the 2017 Legislature and is currently in the development phase. Functional areas are under design by the Department of Administration - Enterprise IT Services Division (EITS). ​ Nevada''s Protection Order centralized repository is a systematic record of all temporary and extended orders of protection against domestic violence issued or registered in the State of Nevada. RCCD is responsible to maintain the repository''s computer systems, applications, and data assets. The existing repository applications were created approximately 15 years ago using a development environment called USoft. Although this software was recently upgraded; it is not compatible with the more current versions of Oracle. ​ It is DPS''s intent to replace the current Protection Order system in order to have a viable system, eliminating the risk that Windows 7 will be fully unsupported in 2019. Additional benefits include, but are not limited to, increased operational efficiencies due to application enhancements and improved security by modifying the architecture between the database and application, adding a middle tier. ​ EXPERIENCE AND SKILLS REQUIRED - listed in order of importance * A minimum of three (3) years' experience programming applications using .NET Framework 4.0 or above; * Be proficient in developing both Web and Client Server applications using Visual Studio 2013 or greater; * A minimum of three (3) years' of workable knowledge and experience with JAVA and/or WEBMethods ESB/SOA from Software AG; * A minimum of five (5) years' experience with a Business Process Management Suite such as Software AG WebMethods BPMS; * A minimum of two (2) years' experience with Agile Frameworks and Scrum Methodology; * A minimum of two (2) years' experience with Sprint planning; * Proficiency using C# or VB.NET programming languages; * Experience on SQL Server 2012 and above or Oracle 11g and above; * A minimum of three (3) years' experience developing SQL stored procedures in either SQL Server or Oracle; * A willingness to be on-call and work overtime if/when required; * A minimum of two (2) years' experience in SQL Server Reporting Services or Crystal Reports; * Two (2) years' experience as Senior Programmer Analyst on a large-scale government or private sector software development project; * A solid understanding of project lifecycle including requirements gathering, analysis, design, development, testing and implementation; * Demonstrated ability to communicate and translate technical terminology, concepts and issues in terms understandable to technical and non-technical management and resource staff; * The ability to communicate clearly both written and verbally in English; * The ability to use the internet, vendors, libraries and other available sources to research issues or needs; * The ability to be able to resolve problems and implement solutions; * A valid driver''s license; * The ability to work in stressful conditions with mandatory deadlines; and * The ability to complete and pass State required security training which must be completed before system access will be granted. ​ EXPERIENCE AND SKILLS DESIRED - listed in order of importance * Experience with JIRA and JIRA add-ons.
